EPA Administrator Michael Regan says a revamp of the ambigous Waters of the U.S. Rule should be completed in November. The Biden Adminstration is working to create clarity and certainty for the largely contested definition of what qualifies as a “waters of the U.S.” after choosing not to continue Trump’s Navigable Waters Protection Rule or the Obama-era Clean Water Act. Regan assured an audience at the National Association of State Departments of Agriculture that farmers “shouldn’t need an environmentalist” to understand if they’re part of a regulation or not.
