Since the implementation of the 2014 Farm Bill, farmers who drain wetlands – even temporary puddles – risk the loss of crop insurance premium subsidies. USDA wetland rules say the department is required to deny federal government payments and benefits to those who drain wetlands in favor of crops.

The rule has received a long and storied amount of questions, leading to arguments to the U.S. Court of Appeals for review and reconsideration. USDA has rejected requests for reviews, claiming the rule doesn’t allow it.
