The federal Crop Insurance Corporation (FCIC) amended the HIP-WI Endorsement for the 2027 and succeeding crop years in all counties with an April 30, 2026, contract change date, or later. The changes remove references to the Supplemental Coverage Option (SCO) and the Stacked Income Protection Plan (STAX), where relevant, to allow HIP-WI to be combined with any FCIC reinsured endorsements, policies, or policy options that provide additional coverage for a portion of the underlying policy deductible when such coverage does not duplicate HIP-WI coverage.

Additional updates include adding the definition of “National Centers for Environmental Information (NOAA NCEI)” and removing the definition of “National Oceanic and Atmospheric Administration Climate Prediction Center (NOAA, CPC)” following FCIC Board approval to change the rainfall data source from NOAA CPC to NOAA NCEI. References throughout the policy were updated accordingly.

FCIC also removed references to SCO due to changes in the One Big Beautiful Bill Act of 2025 allowing SCO and Agriculture Risk Coverage (ARC) on the same acreage, allowed written agreements in counties where the endorsement is available for any crop identified in the actuarial documents, and made non-substantive editorial revisions.
