USDA Secretary Brooke Rollins announced on Monday the Ranchers First Initiative, a set of new programs aimed at rebuilding the nation’s cattle herd, which currently sits at its lowest level in 75 years. The plan leads with a new heifer retention insurance tool and also includes disaster recovery support, investment in local processing capacity and a push to prioritize American beef in federal spending. A breakdown of the leading actions is below.

New Tools to Support Heifer Retention

  • The USDA is going to secure tomorrow’s herd through the new Beef Retention and National Development (BRAND) endorsement for Livestock Risk Protection (LRP).
  • The BRAND endorsement will allow producers to insure the economic value of retaining a heifer for breeding over a two-year period.
  • The endorsement would establish a protected value based on the expected slaughter value of the heifer at the time of enrollment.
  • If, at any time during the endorsement period, the heifer’s projected or realized slaughter value exceeds the economic value of retaining her as breeding stock, the policy would provide for the difference.

ECP and Grassland CRP Maximization

  • Ranchers recovering from wildfires or other disasters on Grassland CRP acres would gain access to Emergency Conservation Program (ECP) funds.
  • The goal is to help producers rebuild fencing, water systems and other critical infrastructure faster, limiting the long-term losses that often follow a disaster.

Continuing to Revitalize American Local Processing

  • The USDA is rolling out a new SPUR Guaranteed Loan Program to support regional processors, including co-ops and small businesses.
  • A companion Regional Processor Continuity Effort would target roughly 20% of beef processing capacity expected to open up as the herd grows, to keep that capacity in independent, American-owned hands.

Prioritizing American Beef in Federal Spending

  • The USDA plans to prioritize federal procurement of locally processed American beef across institutions like prisons, hospitals and other federal and state facilities, creating a steadier demand for American beef.
