Ten months after they began, negotiations continue between the Pacific Maritime Association (PMA) and the International Longshore and Warehouse Union (ILWU). Cargo has continued to move during the ongoing discussions, but the lengthy process prompts tension. Some shippers have rerouted cargo to the East and Gulf Coast ports to avoid delays. Shutdowns on the West Coast related to the negotiations have likely contributed to the desire to move shipments.
Industry associations like the American Trucking Association (ATA) have tried to elevate the issue to the White House. In March, nearly 240 professional organizations wrote to President Biden, asking his administration to step in. It is yet to be seen if the administration will take up the issue.
